MINUTES OF MEETING HELD ON 17TH AUGUST 2009 IN CULBOKIE PRIMARY SCHOOL

Present: Roger Piercy (Chair), Hamish MacCulloch (vice-chair), Joy Winnick, Sally Falconer, Les Robinson, Carlton Rocke, Joan More, Councillor David Alston.
Apologies: Colin Craig, Moira Grieve, Ann Acock.
Minutes: Minutes of meeting held on 20th July 2009 were read and approved by Sally Falconer and seconded by Joy Winnick.
Correspondence: Details of a Royal Navy Presentation “The Royal Navy Today and Tomorrow” was made available.
Ferintosh Environmental Group: In Summer recess.
Outstanding Business:
Culbokie Old Primary School site: Cairn Housing own the ‘playground’ and the Church of Scotland Trustees are now discussing the use of the school building.
Ward 9 & 10 meetings: The next Ward 10 meeting is in Culbokie on Thursday 10th September 6 - 8 pm and the subject is Planning. It is important that we have strong representation at this meeting.
Re-surfacing of Culbokie Post Office Car Park : No further development.
Extension of Culbokie Post Office Car Park : No further development. However, it was noted that the old wall is deteriorating and could become a danger to the public.
Constitution & CC Model Standing Orders : No further development as we need to wait for further guidance.
Culbokie Post Office Letter Box: We have had a response and have been informed that the timescale for installation will be 12 weeks. The Secretary was instructed to thank Greg Donaldson for his response and to point out that the 12 week ‘delay’ takes us very close to the Christmas rush and that any delay will detrimental to its usefulness.
Survey on Older People Facilities : No further development.
Fairburn Windfarm: A meeting has been called for Tuesday 25th at which we will be given details of the method of distribution of the Benefit. The distribution for the bulk of the Fund has been decided by S&SE as Marybank 55%, Contin 27.5%, Muir of Ord 17.5%.
Bus Stop at Culbokie Post Office: The Secretary was instructed to write and pursue this as various representations have been made by the public.
Flashing speed limit sign, Culbokie: Councillor Alston reported that discussions have taken place with the Ward Manager in an attempt to resolve this matter with the provision of a more meaningful sign.
Safe Routes to School: Some progress has been made with communications with the Highland Council. The appropriate signs are in stock and we have suggested that existing street furniture poles exist onto which they can be mounted. Details of numbers of children and adults walking on the road have also been provided. The second phase of Safe Routes to School will shortly commence.
Culbokie Recycling Point and Forestry Car Park: No further development on this, we will seek a definite boundary between the Forestry Commission and Highland Council owned land.

Community Market: Roger recorded his thanks to Les Robinson for securing the use of the Findon Hall to enable the August Community Market to take place. The numbers of stall-holders and public was lower than usual, probably due to a combination of school holidays and conflicting messages regarding the closure of the Hall; most stall-holders were happy with the situation.
Culbokie Forest, dog walking: Roger reported that he had been contacted by a concerned dog owner whose dog had twice sustained injuries on its paws due to broken glass. Joy Winnick confirmed that she had experienced this problem. The Council will try and establish if the paths could be tidied up on a regular basis.
Outstanding Business continued.
At this point David Alston left the meeting which was considered to be a disadvantage to us as we felt that Councillors should be on hand to hear of our concerns re outstanding Planning Applications such as Norwood Homes, Mount Eagle, Culbokie.
Norwood Homes, Mount Eagle, Culbokie: Roger will follow this up, yet again, and question why this application has been allowed to drag on for so long and also question why our concerns re. the lack of completion of Phase 1 and safety matters haven’t been acknowledged and addressed.
Cairn Housing & Moray Developments submission for East of Schoolcroft : Nothing further to report.
Residential Caravan, Leanaig: Nothing further to report; Isobel MacCallum was helping with this matter.
Re-submission of House Application on the above site: No reply to our objection.
Four Houses at Highfield Park: No acknowledgement of Ferintosh Community Council’s objection.
Lochside Green: No acknowledgement of Ferintosh Community Council’s objection.
The Glebe, Leanaig: No acknowledgement of Ferintosh Community Council’s objection. We advised a meeting of neighbours on how to deal with this application.
Eight Acres, Culbokie: Application for two bedroom holiday letting house. Although this application is out with the Village envelope it is part of a cluster of houses and land with planning permission for further houses and therefore it was felt that there were no strong grounds for us to object.
