MINUTES OF MEETING HELD ON MONDAY 19TH MAY 2008 IN CULBOKIE PRIARY SCHOOL.
WELCOME: The Chair welcomed both Community Council members and visitors present.
PRESENT: Roger Piercy (Chair), Hamish MacCulloch (Vice chair), Colin Craig, Joy Winnick, Dave Scott, Joan More, Carlton Rocke, Les Robinson, Howard Russell, Sally Falconer, Councillor David Alston, PC Sheila Ross (Northern Constabulary) and Donna Dingwall.

MINUTES: The minutes of meeting held on 21st April 2008 were read and approved by Colin Craig, seconded by Joy Winnick.

The Chair introduced PC Sheila Ross to the meeting and invited questions. The main question being speeding in the area especially through Ferintosh and Easter Kinkell, the police had supported the 20 mph limit which was about to be introduced. With regard to a total speed limit, results of rubber strip monitoring speeds seem to have indicated that there is not a problem, however, the local community know different. The Chair thanked PC Ross for taking the time to attend the meeting and expressed the hope that there would be some police attendance at future meetings.
FERINTOSH ENVIRONMENTAL GROUP REPORT: A meeting was held on Wednesday 14th May when there were general discussions on matters concerning the Group. The Drummond Reach walk which took place in April was successful. The meeting went through the progress report. With regard to core paths there was nothing to report. Questions were raised regarding the foot path Conon to Corntown – Roger will process the claim for funding. Future events were discussed i.e. on the 21st September it is hoped that a fungi walk will take place. A unit in the Highland Council is being set up to investigate non-native invasive species.
COMMUNITY MARKET REPORT: This was a hugely successful and well attended event. Several informative discussions took place with regard to this event. It was agreed that there was no need to alter the time of 10 am to 12 noon. Sheets were distributed inviting people who attended to indicate whether they would like reports of minutes and Community Council events. The meeting wished their thanks to the Sub Group, Margaret Currie, Donna Dingwall and Hazel Gordon for their hard work in getting the event off the ground to be recorded. Donna Dingwall stated that a bigger pool of people to help and to set out was needed.
OUTSTANDING BUSINESS (SPREADSHEET). FEG. This item now taken from Spreadsheet and put back onto the Agenda. Earthbank – Culbokie School. Secretary has not heard anything further since the request for site map (which was supplied), but will telephone and try to make progress. Culbokie Village Signs: This item is proceeding. Cairn Housing: Awaiting information re application. Monadh Moor Memorial : The event was very well attended (40-50 people) and the Secretary to write and thank the following Brian Duff, Forestry Commission for the cairn, seat and car park.Donald Gun, Plaque and extra plaque which will be used in New Urquhart Cemetery. Grant Milne, the piper, it was also agreed to send Grant a donation of £30. Thanks also to Marjory Fraser and Donna Dingwall for their help in providing tea after the ceremony. Noticeboard (Culbokie Shop Wall). This item is ongoing. Freeview. This is now to be removed from spreadsheet as the matter is now closed. Ferintosh Speed Limits. The Community Council sent a letter to Mr J. Tolmie indicating their support and a reply has been received and read to the meeting. LEADER + Planning Gain. This list has 17 items and is very Culbokie orientated. Roger has a list of 12 wish numbers which had a mention – Culbokie people have been given a copy to enable them to narrow it down to 5(Culbokie). It was felt that perhaps this should be put to the local community and a public meeting be held. Highland Small Communities. Make contact and an invitation to attend next meeting. Kinkell-Leanaig – Surface Water. This item to be omitted from list until such times it is felt that it should be brought up again. Wards 9 and 10. Ward 9 nothing further to take forward. Culbokie Shop Car Park. Iain Hay. Suggestion made that wall at back of shop be taken down to make a larger parking space. Outstanding Issues Councillor Alston suggested Community Council make arrangements with Diane Agnew to walk about the area to point out outstanding issues. Core Path Plan. Nothing further to report. B9167 and A835 Junction. The Community Council have offered their support to this item. Data Protection Act. Colin Craig has just obtained a copy and will come back to the meeting with his thoughts. Constitution. A copy of this sent to Mike Macmillan and will await his thoughts. Various model papers have come through and Roger will pass them onto Mike. Post Box Culbokie. This is a definite issue and a further letter to be sent to The Manager, Royal Mail Distribution Centre, Dingwall making a strong request to reply to this matter. Carn Mhor Estate. The matter of the footpath to be pursued along with map location ( Roger will send to Secretary). Youth Café Facilities. Les Robinson has volunteered to be contact. Les reported that a very encouraging amount of people attended two meetings which took place. There are different interests ranging from Primary 6 to 16 year olds, and good progress has been made. Kurtis has been the driving force behind this project. Several discussions took place on this item and it is noted that the project is going on a pace – all of which is very encouraging.
PLANNING MATTERS : Caravans (2) Newton of Kinkell. Further enquiry made and contact to be made with Mr Simpson as to whether they have to pay Council Tax. Norwood Homes : We responded to an appeal made to Scottish Office re enforcement notice and supported the Highland Council in its desire to serve this enforcement notice. The site layout has be amended to incorporate two houses at Mount Eagle Development.
AOCB : Balnabeen community would like to see entry and exit signs through the village. Launch of “The Noticeboard” newsletter. Carol Elliot is prepared to take on the launch of this newsletter. Jean Hogman has offered her support to Carol; Telephone Boxes. The Community Council will respond calling for the retention of phone boxes at Alcaig, Leanaig and Culbokie; Ferintosh Primary School Choir. It was agreed that a donation of £50 be sent to support the choir in its endeavours. It was agreed that some time in the near future the Community Council will donate £100 each to Ferintosh Hall, Culbokie Hall and Mulbuie Hall toward purchasing new urns. It is to be recorded that a letter of thanks has been received from Culbokie Primary School for compost bins donated by a member of Ferintosh Community Council.
