April 2008 minutes

APOLOGIES : Carlton Rocke and Howard Russell.

                Roger Piercy invited Robbie Russell (Black Isle Youth Action) to speak to the meeting. Mr Russell offered apologies from Kurtis Toy who was unable to attend the meeting. Kurtis has done a great deal of work regarding “Youth work in Culbokie”, and calling for a “Culbokie Youth Café” which would be a place where the youth of Culbokie can go , also where adult workers can go in and work with them.  Mr Russell told the Community Council that a meeting would take place on 22nd April with a committee to work through the plan. He also explained that a draft constitution had been drawn up and that the Princes Trust was behind this venture and also an application for a grant had been made.    The committee would be looking for support from parents and volunteers. Several questions were put to Mr Russell re the training of volunteers. He explained that  training would be given and that at the moment the project is on a step by step basis. Roger thanked Mr Russell for speaking to the Community Council who looked forward to  learning about future developments of this matter.

MINUTES : The minutes of meeting held on 17th March 2008 were read and approved by Sally Falconer seconded by Hamish MacCulloch.

CORRESPONDENCE :  Highland Council – Plan Development Scheme.
                                 NHS Team Update.
                                 Waterwatch Scotland.
                                 Ranger Guides and Walks. (Passed to Environmental Group).
                                 Highland Council - Community Council’s Data Protection Act. (Colin will read through this and come back to the meeting with comments).

                Sheila Maher put forward the suggestion that in future the “Correspondence” item should follow after “Matters Arising”. Joy Winnick suggested a list of correspondence received be circulated before the meeting.   Colin explained that some correspondence was sent to the Chair direct and not to the secretary, therefore, on occasions some items may not be on the list.

MATTERS ARISING :
               
Environmental Group : A report, which covered all matters relating to the business of the Environmental Group was read to the meeting and copies were                  circulated.
                Culbokie Village Signs: Letter sent to Head Teacher, Culbokie School thanking for efforts made by the pupils, unfortunately a suitable design was not found.    Discussions were held with regard to going back to the old design.   It was reported that an artist could make and exact copy of the old design for a fee of £30.   A further report on this will be brought back to the meeting.
                Culbokie Old Primary School Site/Cairn Housing.   Nothing to report on this subject to date.
                Memorial/Monadh Mor : This memorial will be unveiled on Saturday 17th May 2008 at 2.30 pm. Tea will be available at Ferintosh Hall afterwards.  The         Community Council donated £22.50 for trees which are planted at the site of the Memorial.
                Community Market : This will take place on Saturday 17th May 2008 between 10 am and 12 noon.   All users of the hall have been notified.   A request for a donation of £50 made to the Community Council toward banner for advertising.
                Community Notice board (Culbokie Post Office).   Nothing reported to date
                Free view Reception : This item now resolved.
                Ferintosh Village Speed Limits : Kirsty Hickson reported to Community Council regarding this matter. The Community Council will write to Mr J. Tolmie – Area Road and Community Works Manager expressing its support.
                LEADER-Planning Gain Ideas. Several ideas have been received from Community and Community Councillors.   Roger will compile these ideas and bring his findings back to the next meeting.
                Ward 10 Meetings : Copies of letters sent by Community Council regarding matters requiring attention within Ferintosh Community Council area to be sent to Ward Manager (Culbokie Post Office Car Park Surface, Ferintosh Village Speed Limits and A835/89163 Road Junction).
                Caravans : Caravans parked do not require planning permission when parked between April and September.

Footpath to Carn Mhor Houses : Secretary write to UBC (2nd time) on this matter.

PLANNING MATTERS : A meeting will take place at the Pavilion Muir of Ord on 28th April 2008 regarding Wind Farm, Fairburn - Community Benefit.

AOCB. A further letter to be sent regarding size of post box at Culbokie Post Office. Concerns were expressed regarding the impact on Mulbuie when replacing the bridge of Muir of Ord. Suggestions are required on what Community Council would like to see discussed at Ward 10 meetings.
